Similarities and inconsistencies between the Government Tenders and Procurement Law and the Civil Transactions Law of Saudi Arabia
Over the past 25 years of managing client projects in Saudi Arabia, we have developed a deep understanding of the country’s laws governing construction projects.
In recent years, through our work drafting and administering contracts, preparing and defending extension of time (EOT) and cost claims, advising on disputes, arbitration and court proceedings, we have found ourselves frequently referring to two key legal frameworks:
1. The Government Tenders and Procurement Law (GTPL)
2. The Civil Transactions Law (CTL)
During this process, we began to notice both similarities and inconsistencies between these two laws.
To address this, we undertook a comprehensive exercise to identify and document every point of similarity and inconsistency between both laws.
