An approved baseline schedule is used as a basis for a credible time extension. It is also used as a basis for loss of efficiency claims.

More importantly, a credible baseline schedule is a prerequisite to the generation of a cash flow to determine the project cash needs in order to establish lines of credit and also to calculate the cost of financing.
